This is one of only a handful of cards in the deck with no human figure. Nothing here is being decided by a person. It is already in motion and it is moving without instruction.
The wands travel in parallel at a steep angle, all going the same way. After the crossed staves of the Five and the standoff of the Seven, this is the first time in the suit that everything points in one direction.
They are descending. Whatever this is, it is on its way down toward the ground, which means arriving rather than departing.
Below, a river valley and a distant hill. Open country, nothing in the way.
